Juniper changes statement dates

My statement date was changed with out notice making my payment late. Juniper's response? We can change your statement date at anytime we please.
I now have to make 2 payments a month to cover any changes that they will make.
Due to over limits that they allowed, my credit score dropped 20 pts.
When I call juniper I get attitude from the CS rep. I was finally told by the CS rep that if I was unhappy that I should report them to the FDIC. I think that that's what I am going to have to do.
